This Toolkit is applicable with government agencies, development organisations, and any other civil society groups that are engaged in developing the capacity of local, district, and city governments to manage safe public spaces. These organisations are referred to as the implementing organisation in this Toolkit. This Toolkit was developed by UN Women in close consultation with the National Capital District Commission. The Toolkit aims to provide an easy-to-use guide for state and non-state entities who are supporting the capacity development of local authorities (typically local government) to reduce Violence Against Women and Girls in public spaces. This Toolkit describes the capacity support to both institutions and individuals performing a professional function within these institutions.
