The purpose of this Toolkit is to provide an easy to use guide to state and non-state stakeholders who are implementing or planning to implement successful programs to reduce violence, especially against women and girls, by establishing Community Referral and Mentoring Services networks. The Toolkit can be used for new or existing programmes. All users need to contextualise guidance provided in this Toolkit.
