The purpose of the Toolkit is to provide planning and organisational tools for governments and other organisations working to empower individuals and groups engaged in the informal economy through the formation of associations. Interventions and results in this Toolkit are based on the lessons documented through the Port Moresby Safe City program. However, the mechanisms of empowering women and men working without formal employment through the formation of associations are applicable across many other sectors. The stories documented in this Toolkit demonstrate that, in various aspects, the formation of associations for previously ungrouped individuals has particular potential for empowering women.
